Dividends of the War

    Anyone agrees that there is a variety of thought and criticism in the present Constitution of Japan.

There may be faults, too, but as the Constitution which was complete in the status of making not only by the Japanese in the confusion of the loss in those days, we must admit frankly it was well made.

The thought "that the war will exterminate the civilization first if the civilization can promptly end the war" of the people who were related to the Constitution drafting immediately after the war" is the one thing which we must not forget.

 

The scene which was shown by the American arrogance

 

    The 20th century was the century of war, but the thought that we wanted the new century to be the one of peace tripped already and the new century also began with the war. On contrary that the civilization can end the war, we are in the crisis that the civilization may be exterminated.

The wisdom and the courage of the people who are called leaders in the world are so necessary now.

    It is with persons not killing persons that the civilization differs from the savage society and the imperialism times in the true meaning. Pretending to be for the nation, the national interest or the purpose of "the liberty of the human being," there is no possibility that to bring about poverty and fear to foreign countries is called a civilization.

    At first, the American way is too forcible.

The scene that the Armed Forces of the United States soldier covered the face of Saddam Hussein's standing figure by the Star-Spangled Banner. There was nothing more grotesque and effective to show America's arrogance, ugliness and dreadfulness than the deed which forcibly put its national flag of the other nation different in religion to the face of whether the dead body or the standing statue by taking advantage of the other's not being able to resist. Doesn't America cause the result of encountering resistance oppositely, by going out to the sell happiness?

    It is insisting that it will bring forth "the liberty" to Iraq inside and outside of the country and trying to have the image of "the liberation army," but it is different from "the liberty" that "the four pieces of liberty" of the universal declaration of human rights is advocating. The freedom of speech and faith, and further the liberty from the fear and poverty that "declares it is the highest desire of human beings that it is accepted to man" is what originally U.S. President Franklin D. Roosevelt set up as "the four pieces of liberty."

    It is the arrogance of the person who forces "release" by the compulsory force for "the democratization" that has surfaced by forcing the unreasonableness of meaningless death and misery as a result of the liberty which America now declares.

Where has America gone which respects the United Nations and was inscribed in our brain as the symbol of peace, justice and liberty after the war in the education of Japan?

 

The current administration to refuse "Dividend in Peace"

 

    The stock market of America crashed in 1929, it exceeded through the word "the slump" and all the countries' share jobbers slumped, and the word "the panic" was used. As for the panic in the U.S., the utilization of the measure of the bond of the finance such as the separation of the banking and the securities business and the public works project and so on by President Franklin D. Roosevelt were effective and it was assumed that it rode over the crisis for its purpose, but it is the activity of the munitions industry by the Second World War that was the most effective and this was called "the dividend of the war".

    The Second World War ended and the war special procurement disappeared and the economy headed for the slowdown again. It is after 5 years in 1950 that the Korean incident then broke out. As a result, the economy in the U.S. and then geographically nearest Japan received "the dividend of the war" again and it enjoyed a boom.

    However, the new worldwide composition, USSR's becoming weak and the disappearance of the cold war, changed the munitions dependence tendency of the American industry completely, promoted conversion into the industry of the peace type such as the car, the consumer electronics and the house and it brought about activity from the 1980s to the 90s.

    This phenomenon is called "the dividend of peace" reversely, and the diplomatic and economic policy of major developed countries lead by America shifted to the correspondence to the period without war, and in diplomacy the weight changed to peace diplomacy based on the debate in UN, and in economy to the expansion of industry to increase individual consumption and reforms in tax system.

    The flow seems to have changed completely when President Bush appeared.

Under the new theory that "the preventing first strike" too, is one of the self-defense, using the expression "the axis of the evil," the "push" administration in the U.S. embarked on the military force as the United Nations resolution cannot be gotten.

    Moreover, we must think about the posture that it will secure the nucleus parts of postwar recovery business in Iraq for US enterprises take priority of the cold theory of business in the world diplomacy that there will be no return to those that do not take part in war activities.

    It isn't possible to miss environmental development to the presidential election which will start in January next year as another special U.S. politics situation. There was example to have failed in the economic management about the presidential election in the past to have missed a victory, but in the presidential election during the war continuation, the incumbent was always reelected. The business conditions is a necessary condition but it is said that "the war is a sufficient condition" in the presidential election in the U.S. more than the business conditions.

    "Who wants the dividend of the war most?" comes into view clearly.

 

Forcing democracy has a limit.

 

    Based on the occupation experience of which country was the new theory of the Bush administration that peace is brought about by "the impact and the fear?"

    It is too superficial to think that the country of Arab whose religion and history are completely different can be applied to the example of success in Japan.

    How long will the one of peace of the put-on which was brought about in such way last?

    France helped America's independence in funds, and celebrated independent achievement and presented the Statue of Liberty in 1886.

    France pinned hopes on America which had democracy as the idea of the foundation, supported them and was regarding a rather young developing country even as being a model.

    It is Tocqueville of France that introduced the democracy in America as the democracy which was the most advanced in the world.

    Alexander Hague who served as the commander in chief of NATO and the Secretary of State in the Regan administration and is known as a hawk of the Republican Party says, "US must not forget the fact that we had failed to implant democracy to the countries that are not ready for it and that we have to know the limit of policy to impose democracy on them, because there is individual democracy model fit for each of them."

    Hadn't "the impact and the fear" attacked the international community rather than the side of Iraq more properly?

    It is reaching starting the times when the country all over the world which is not only Iraq seeks "the liberty from America."
